Along with my 6th District colleague, at-large council member Cathy Jolly, I would admit that Kansas City government has sometimes given tax breaks to developers that didn’t make a lot of sense.
Sometimes the projects probably could have been built without tax incentives or needed fewer ones than what was granted. Sometimes they were in desirable, rather than blighted areas of town. Sometimes they had little or no community support and were opposed by other taxing jurisdictions, such as the affected school districts.

Mayor Mark Funkhouser’s opposition to using special incentives to revitalize the Bannister Mall area pits him against the developer, the state and perhaps a majority of the City Council.

Kansas City Mayor Mark Funkhouser said Wednesday that he opposed extraordinary tax breaks to help the Bannister Mall area redevelopment plan — incentives that backers say are vital for success.
“It’s a wonderful project. I’m ready to sign off,” Funkhouser said at a development forum where he made a public appearance early in the day. “But I can’t stomach 23 years of Super TIF.”

Summary: The following provides the City Planning and Development Department’s analysis of the Three-Trails Redevelopment TIF Plan as it relates to the City’s adopted Economic Development and Incentive (ED&I) Policy and the Policy’s measurement factors. Due to the preliminary nature of the project, it is difficult to quantify to what extent the proposed project achieves the objectives of the ED&I Policy. As described below, the project has the potential to meet many of the Policy’s objectives; however, this is dependent upon how the project is executed.
